Minutes:

The Committee received a report that provided a performance and risk exception update for the Council’s four policy committees for Quarter 3 of 2024/25.  The following performance information was noted as being off target:

Community Services Committee

The performance indicator for category A and B (food hygiene) risk premises

inspected within 28 days (of the inspection becoming due) was off target at 86.7%.

(The target is 100%). It was noted that the two outstanding inspections were in Mole Valley and had since been completed.

The performance indicator for Housing in Multiple Occupations (HMO) inspections

carried out was not met at 90% (the target is 100%). This single inspection had since taken place.

The performance indicator for street cleaning was off target at 90% (the target is

95%).

Housing Committee

The number of households living in temporary accommodation was off target at 45 (the target was 30 households). It was noted that while the figure remains above target,  it was 25% lower than the equivalent figure last year.

Strategy & Resources Committee

The number of days to process housing benefit/council change events was off target by one day (the target was 12 days).

The following red risks were also noted on the Corporate Risk Register:

SR18: Ensuring audit fees are minimised through legal advice and discussions with Public Sector Audit Appointments. It was noted that the Director of Resources and Head of Legal were discussing the next steps on how the risk could be managed.

In response to questions from the Committee, it was noted that:

·         The housing target relating to the number of households living in temporary accommodation was reviewed by the Housing Committee and the Head of Housing and the Housing Committee Chair discuss KPIs frequently.  The target was also benchmarked against other authorities. Officers would confirm how the target was calculated.

·         Addressing homelessness was a key issue for the Council and it would work to reduce the numbers as much as possible. The issue was not creating a financial pressure currently but it was noted that a small change in the number of households can have a material impact on the Council’s financial position.

·         The risk relating to Local Government Reorganisation had been included as a starting and was likely to develop over time as the plans for the county became clearer.

R E S O L V E D – that the Committee notes the policy committees’ performance exceptions for Quarter 3 2024-2025 and the policy committees and corporate risks.
