Minutes:

The former business operating from this site held a premises licence as the Godstone Hotel until March 2021 when the licence lapsed due to insolvency of the licence holder. That licence permitted:

i.                The sale of alcohol:

          10:00 – 01:00 for non-residents

          00:01 – 24:00 for hotel residents

ii.              Regulated Entertainment, Live music:

          12:00 – 24:00

iii.            Late Night Refreshment

          23:00 – 01:00 for non-residents

          23:00 – 05:00 for hotel residents

Godstone Premises Ltd submitted an application for a new premises licence which was received on 8th October 2021. This sought permission for the elements detailed at Appendix A.  38 objections were received from members of the public.

The applicant subsequently withdrew ‘regulated entertainment’ from the application and made the following additional concessions:

·                reduce the alcohol hours for non-residents from [10:00 - 01:00] to [10:00 - 24:00]

·                reduce late night refreshment hours for non-residents from [23:00 to 01:00] to [23:00 to midnight]

·                remove the request for additional hours on bank holidays and Maundy Thursday.

30 members of the public then withdrew their objections, leaving 8 remaining.

Ian Garrod presented his report.

John Sinclair presented his case for the application, as amended, and responded to questions from members of the Sub-Committee. John Sinclair then made his closing statement.

The Sub-Committee resolved to grant the licence, as amended by the above-mentioned concessions. This was on the basis that, in the opinion of Members, none of the four licensing objectives would be undermined.
